Heart of Devil is a Mag cell. It can be used on a level 100+ third evolution Mag to evolve it into Devil's Wing, or on a Devil's Wing to evolve it into Devil's Tail.

Devil's Wing can be purchased from the quest Item Present for 1 Item Ticket.
Event
There is an 11% chance of finding a Heart of Devil from a Christmas Present, obtained from a St. Rappy during the Christmas Event.
