Equipping a fully ground Scepter and using the combination item 
Star Amplifier will consume the Star Amplifier and turn the weapon into 
Twinkle Star. The attributes from the equipped Scepter at the time of use will be transferred to the resulting Twinkle Star.
This combination must be performed by a Force of at least level 130 with 670 or more MST.
