Evolution
To obtain a Mark III, you need to use a Kit of Mark III while you have a Basic Mag equipped on a Level 60+ Character.
Combination
If a Level 60+ Mark III is equipped on a level 70+ character while a Kit of Master System is used, it will evolve into a Master System
