Government quests are multiplayer mode-only quests that serve to tell the story of ''Phantasy Star Online'', and differ from most other quests in the following ways:

* They may be joined by other players while in-progress;

Government quests are multiplayer mode-only quests that serve to tell the story of Phantasy Star Online, and differ from most other quests in the following ways:

  • They must be cleared sequentially (beginning with the first Government quest in each episode);
  • They may be joined by other players while in-progress;
  • They must be initiated by:
    • Speaking with Momoka at The Principal in Episodes 1 and 4;
    • Speaking with Nol at the Lab in Episode 2;

Additionally, some Government quests give out rewards the first time they're cleared on a given character and difficulty.
