It is strictly inferior to Summit Moon, which boosts simple techniques more than Twinkle Star.

Twinkle Star can be created from using a Star Amplifier with any fully ground common wand equipped. The wand equipped at the time of use will have its attributes transferred to the resulting Twinkle Star.
