Dubwitches spawn with almost every spawn which contains Dubchics.
They spawn midair originally, and can only be attacked by physical ranged attacks in this state, techniques will have no effect. When a dubchic loses one of its "lives", the dubwitch will move to the ground to become more accessible for both melee and technique attacks.
