It was designed on the official PSO BB servers to be a frame for moderators to use, and was never available to the public.

Availability

Sandbox Mode

Sonic Team Armor is not obtainable in normal gameplay, and is only accessible in Sandbox Mode by creating the item.

It will never be added to the base game due to its sheer imbalance.
