It was designed on the official PSO BB servers to be a frame for moderators to use, and was never available to the public.

Sandbox Mode

Sonic Team Armor is not available to users playing Normal Mode or Hardcore Mode, and is only accessible in Sandbox Mode by creating the item.

It will never be available to players of Normal or Hardcore Mode due to its sheer imbalance.
