Rappy's Fan is a rare slicer that is the result of converting the enemy part 
Rappy's Wing.
The Hit attribute can be added to this weapon, to a maximum of 50%, by completing a sidequest in 
9-5:The Chosen (1/2), then exchanging Photon Crystals with Dr. Montague in the quest Claire's Deal 5.
The Forge
Ten individual Rappy's Fans is one of seven trade components for the 
Red Ring plating Cat Plating in the quest The Forge.

Enemy Parts
Rappy's Fan is obtainable by giving Montague Rappy's Wing in the quest Dr. Osto's Research or Unsealed Door after completing Doc's Secret Plan.
