Level 30 techniques drop on Ultimate difficulty only, and only in specific areas.

In the areas where the level 30 attack technique drops, typically there is a 0.1% chance of this technique dropping instead of a different technique and a 10% chance for the dropped technique's level to be 30. On average across all drops generated that can potentially be a technique, the drop rate for a level 30 technique is 1/500,000.
