Kit of Mark III is a Mag cell. It is used to create the 
Mark III mag when used on a Level 60+ character with a starter Mag.

Kit of Mark III can be purchased from the quest 
Item Present for one Item Ticket.
Event
There is a 13% chance of finding a Kit of Mark III from a Christmas Present, obtained from a St Rappy during the Christmas Event.
