Kit of Mark III is a Mag cell. It is used to create the 
Mark III mag when used by a level 60+ character on a basic Mag.

Item Present for one Item Ticket.
Event
There is a 13% chance of receiving a Kit of Mark III from a Christmas Present, dropped by St Rappies during the Christmas Event.
