Heart of Angel is a Mag cell. It can be used on a level 100+ third evolution Mag to evolve it into 
Angel's Wing.

Angel's Wing can be purchased from the quest 
Item Present for one Item Ticket.

There is an 11% chance of finding a Heart of Angel from a Christmas Present, obtained from a St Rappy during the Christmas Event.
