Photon Ticket is a rare tool that can be obtained from (and subsequently used in) the quest 
Gallon's Plan. Speaking with Hopkins in the quest will allow you to trade Photon Tickets for items.

You are awarded 1 Photon Ticket on Normal and Hard difficulty if you said yes to Alicia on Gallon's Plan.
You are awarded 2 Photon Tickets on Very Hard and Ultimate difficulty if you said yes to Alicia on Gallon's Plan.
